We have received reports that suggest a violent clampdown on people who are attempting to flee ISIL-controlled areas in Iraq, particularly through the Hamrin mountain chain in northeast Iraq.

BAGHDAD/GENEVA (13 July 2015) – A UN report released Monday shows that the conflict in Iraq continues to take a terrible toll on civilians, with at least 15,000 killed and 30,000 injured since January 2014. Widespread human rights violations and massive displacement continue unabated throughout the country.

GENEVA (22 June 2015) – United Nations human rights expert Ben Emmerson today urged the UN Security Council to take effective action to enforce international law and protect civilians in areas under the control of the so-called Islamic State in Iraq and the Levant group (ISIL).

Baghdad, 2 March 2015 – The Special Representative of the United Nations Secretary-General for Iraq (SRSG), Mr. Nickolay Mladenov, urges all armed forces in Tikrit to do their utmost to spare civilians and to protect their security and safety in line with international standards. 

Baghdad, 21 January – The Council of Representatives (COR) this week launched in Baghdad the NGO Human Rights Advisory Board, which will assist the parliament's Human Rights Committee to effectively engage with the civil society and promote human rights through the legislative body. The UN development agency (UNDP) played an instrumental role in creating this platform, first of its kind in Iraq.

Geneva, 20 January 2015: ISIL has established unlawful, so-called “shari’a courts” in the territory under its control that have been meting out cruel and inhuman punishments to men, women and children accused of violating the group’s extremist interpretations of Islamic shari’a law or for suspected disloyalty. 

(Siracusa, Italy) 10 December 2014 ‐ The Independent High Commission for Human Rights of Iraq (IHCHR) together with the International Institute of Higher Studies in Criminal Sciences (ISISC) and the United Nations Office for Project Services (UNOPS) concluded an eight‐day seminar to develop standard procedures for factfinding and investigation of human rights violations in Iraq, coinciding with Human Rights Day. The Board of Commissioners highlighted the importance of these procedures to enable them to fulfill their mandate under Law No. 53 (2008) of the Iraqi Constitution, which establishes the Human Rights Commission under the Paris Principles of Independence for National Human Rights Institutions (NHRIs).

Baghdad, 30 October 2014 – The Special Representative of the United Nations Secretary-General for Iraq (SRSG), Mr. Nickolay Mladenov, welcomes the recent liberation of the towns of Jurf al-Sakhr by the Iraqi Security Forces, and of Zumar by the Peshmerga forces from ISIL and associated armed groups.
